Puerto Rico Gaming Commission will consider expanding the number of slot machines in horse racing venues. The Commission will evaluate the legislation governing slot machines in horse racing facilities, based on a proposal that may expand their number by 50% in these venues.
According to Puerto Rican media source El Nuevo Día, interim director of the Gaming Commission, Juan Carlos Santaella Marchán, stated that a change to the rule would be required to increase the maximum from 10 to 15 machines per agency. According to El Nuevo Día, the idea has the potential to triple the number of slot machines in casinos.
The Senate of Puerto Rico adopted a resolution
The Senate of Puerto Rico adopted a resolution in April to ratify the new revised regulation of the Gambling Machines Law, which ensures that a portion of slot revenue goes to the Police Retirement Fund. This came when the Governor of Puerto Rico, Pedro R. Pierluisi, signed House Bill 1593 into Law 42-2024. The Act raises the yearly charge for each license or renewal of gambling machines from $250 to $400.
It also increases the maximum number of gambling machines that can be installed and operated at a company from ten to fifteen, as well as the maximum reward per play awarded by each machine from $2,500 to $5,000. It also gives 40% of the revenue and distribution of cash from gambling machines to fund initiatives in towns that require health and medical-hospital services.

New Law Passed in August
In August, a new law was passed that strengthens the authority of gaming agents and matches their powers with those of police officers. It enables the Puerto Rico Gaming Commission to have greater authority and strengthen its security section in order to regulate the island’s gaming business. The Commission’s powers include inspecting and evaluating locations where regulated gambling operations occur, seizing and removing equipment from such facilities for examination, and auditing documentation.
“The enactment of this law marks a significant step forward in protecting both public and private interests in Puerto Rico’s gambling sector. Furthermore, Santaella Marchán remarked that coordination between the Gaming Commission and other public safety authorities ensures that rules and regulations are applied consistently.
