The collaboration Aposta Vencedora, managed by the Portuguese business SAV Participações, acquired the concession for the new lottery for the state of São Paulo, which was auctioned off last Friday (November 1) at the B3, São Paulo Stock Exchange.
According to the State Agency. In a heated live bidding process, the winning offer was R$ 600 million, reflecting a premium of 130.15% over the lowest price. The project spans 15 years and comprises 31 exclusive lottery locations and over 11,000 non-exclusive sales sites in São Paulo state. The successful business will be allowed to provide the service online as well.
São Paulo government to invest in health care
São Paulo government plans to invest R$ 3.4 billion in health care under this contract. Governor Tarcísio de Freitas plans to utilize the funding to develop two hospitals.
“It’s an interesting model, it’s a winning model, because, in addition to the fixed grant, we become partners in the business and start to earn part of the net operating revenue,” said Tarcísio. “The more you (the consortium) perform, the more the state earns.”
Portuguese partnership Aposta Vencedora outbid the SP Loterias partnership, which was managed by IGT Global Services Limited. The Aposta Vencedora Consortium will have the lottery concession for the next 15 years.
The competition started with large premiums. The SP Loterias Consortium’s original proposal exceeded the government’s minimum bid of R$ 260.7 million by 86.63%. Aposta Vencedora began behind with a premium of 78.36%, but managed to turn the tide during live bidding.

The São Paulo administration launched a series of auctions
São Paulo administration launched a series of auctions with the goal of raising R$ 20 billion by year-end. The São Paulo State Lottery contract requires a compliance strategy to avoid money laundering and other gambling-related wrongdoing. It also incorporates control mechanisms, such as a user self-exclusion option, as well as other player safety measures.
In June, the Official Gazette of the State of São Paulo issued Decree 68,596/2024, approving the bidding procedure for the concession of public lottery services in the state. The rule authorized worldwide competition to issue bids for public lottery services in a variety of formats, including particular prediction lottery, sports prediction lottery, numerical prediction lottery, rapid lottery, and passive lotteries. However, fixed-odds betting was excluded.
Brazilian statute allows the new concessionaire of the São Paulo state lottery to provide identical lottery goods to those previously licensed and accessible on the market. These items are available through both physical venues and online channels. However, the concessionaire is not compelled to provide every lottery service accessible.
The Supreme Federal Court (STF) recognized the state lottery model in 2020, stating that the federal government could not monopolize the service. São Paulo’s Legislative Assembly (Alesp) adopted a system in 2022 to give funds for public health and education projects. The state’s Public Services Regulatory Agency (Arsesp) will monitor the license holder’s actions.
