The President of the Republic, Santiago Peña, promulgated “Law No. 7438,” which updates and expands Law No. 1016/1997, establishing the legal foundation for gaming.
With this legislation, the National Commission of Gambling (Conajzar) will be separated from the Ministry of Economy and Finance (MEF) and merged into the wider structure of the National Directorate of Tax Revenues (DNIT).
In a news statement, the head of Conajzar, Carlos Liseras, stated: “From this point forward, there will be a significant improvement in the fight against the illicit exploitation of gaming.

Conajzar and the DNIT now have the right to seize any clandestine gambling activities, materials, implements, papers, and technology that are being used, as well as block all clandestine gaming signals.”
The new framework will also oversee internet gambling, broadening the scope of recognized and licensed games.
According to the official, these changes seek to dramatically increase revenue, benefiting institutions like the Directorate of Charity and Social Assistance (Diben), which receives direct funding from Conajzar.
Lawmakers have enacted legislation to amend Paraguay’s gambling law. Among the most significant changes is the strengthening of Conajzar.
The project aims to abolish current monopolies, increasing competition and diversity of providers at the national, departmental, and local levels.
At the same time, the legislation seeks to grow the online sports betting business by allowing new companies to enter the market.
