Minnesota Lawmakers Renew Push to Legalize Sports Betting

This month, state lawmakers are getting ready to examine the possible legalization of sports betting, which is expected to receive early attention at the Minnesota capitol in 2025. 

Senator John Marty is scheduled to hold an informational hearing on internet betting the week before the legislative session begins on January 14.

Experts on gambling addiction, a topic that has alarmed some politicians, will be present at the meeting. Sen. Matt Klein, who wrote the measure to legalize sports betting in the state, claims that his plan does have certain safeguards. 

According to KFGO, Klein stated, “There are people, Democrats, who are really concerned about gambling addiction, family bankruptcy, and devastation.” “I’ve attempted to address those concerns by including some genuine safeguards in the measure. It will be the safest sports betting law in the country if we approve the measure as I have proposed it.

The senator affirmed that he intends to reintroduce the bill on the opening day of the upcoming session, given how close it was to passing the previous one. Because people in the state are already gambling in other ways, Klein claims that Minnesota needs a sports betting bill.

“I always say that people are already doing it in unregulated and illegal markets, which are typically offshore markets,” Klein continued. “That will only become worse. We must enact legislation if we want sports betting in Minnesota to be safe, responsible, and subject to taxes. 

Since the U.S. Supreme Court ruled in 2018 that Congress did not have the exclusive power to regulate sports betting, states have been permitted to do so. Since then, sports betting has been authorized in 38 states and the District of Columbia, including all of the states that border Minnesota.

According to Klein, resistance from both Democrats and Republicans is the largest obstacle to enacting a sports betting law. Additionally, groups like the Joint Religious Legislative Coalition, which sent a letter to lawmakers in late 2024 protesting the expansion of gaming, have been campaigning against the bill.  

In order to benefit smaller, less well-positioned tribes, the bill that was proposed during the 2024 session aimed to give the state’s casino tribes sole control over the new betting. The tribes would agree to contribute a portion of state income to the racetrack and charitable gambling in return for this advantage.

Even though the majority of betting in the US takes place on mobile devices rather than in physical casinos, the 22% state tax on net earnings would only apply to wagers made on mobile devices.
