Lawmakers in North Carolina are working to outlaw prop bets on college athletes

Just over a year after the state legalized sports betting, a group of lawmakers in North Carolina is working to outlaw proposition bets on college athletes.

This week, House Bill 828 was filed, which would forbid sportsbooks from placing prop bets on specific college athletes. Reps. Pricey Harrison, Marcia Morey, Neal Jackson, and Joseph Pike are co-sponsors of the bill, which is spearheaded by Rep. Mitchell Setzer. Last year, Morey filed a similar measure, but it was unsuccessful.

Growing worries about how sports betting affects student-athletes and the integrity of college athletics have prompted the current drive.

Harrison has been outspoken about the possible dangers and was against sports betting when it was made legal in 2023. “We are fighting narcotics on this level, and gambling is just as addicting. Even so, we’re discussing this measure,” she remarked at the time.

In a similar vein, NCAA President Charlie Baker called on all American bookmakers to outlaw prop bets on specific collegiate athletes. While some states see no issue with permitting them, others, like Ohio, have already done so.

House Bill 828 also tries to prohibit betting at the site of college sporting events. If approved, wagering would be prohibited for eight hours prior to and during state-hosted events.

The law is a reflection of a larger federal initiative. The PROTECT for Student Athletes Act, HR 1552, was introduced earlier this year by Rep. Michael Baumgartner of Washington and aims to enact comparable protections around the country.

On March 11, 2024, North Carolina legalized sports betting, and since then, the market has flourished. With $685 million in wagers in March 2025, the state’s monthly betting handle reached a new record, exceeding the previous peak set in March 2024.

The Duke University men’s basketball team’s run to the NCAA Final Four contributed to the upsurge.
