KSA: Monitoring Report for Spring 2025 Indicates Beneficial Impact of Responsible Gaming Policy

Players are losing fewer significant sums of money, and the proportion of extreme losses has significantly decreased as a result of the player protection measures implemented in October.

The most recent monitoring report from the Netherlands Gambling Authority (KSA) makes this clear. The majority of Dutch gamers continue to use legitimate suppliers, according to the findings. Nonetheless, there is now more money moving around in the black market.

For the entire year 2024, the gross gaming result (GSR, stakes less prizes paid out) is 1.47 billion euros. Compared to 2023, when the GSR was 1.39 billion, this is a 6% increase. The GSR was 10% lower in the second half of 2024 than it was in the first half. A high during the European Football Championship in June may be partly to blame for this, but new regulations that better safeguard players—including a deposit cap—may also be to blame.

Young adults

Due of their vulnerability, young adults (18–23 years old) are given special consideration in the monitoring report. Despite making up 9% of the adult population, they together lost 11% of the BSR in the second half of 2024. They do, on average, spend less money; they lose €48 a month on average, while 24+ players lose €148. It is noteworthy that young individuals wager on sporting events at a comparatively higher rate than do older age groups; 29% of their expenditures go toward sports betting, compared to 22% for other participants.

Number of players and accounts

An average of 1.19 million accounts were played each month during the previous six months. Compared to 1.1 million half a year ago, this is a minor increase. The improved safeguards for safe gaming may have contributed to the rise in new accounts during the most recent quarter. Since a player may have more than one account, the number of accounts does not correspond to the number of gamblers. In the past six months, an estimated 788 thousand players—or 5.4% of the adult population—were engaged with legal suppliers. This was 5.5% six months prior, indicating a consistent player base.

Loss

The average player aged 24 and over lost €148 per month on gambling in the second half of 2024. That is lower than the first six months, when it was €160. Although players have been playing with more accounts since the introduction of the responsible gaming policy, the average loss is lower than before the introduction. The number of accounts with extreme losses has also fallen sharply. Before October 2024, 4% of accounts lost more than €1000 per month, after October that is only 1.2%. Before October 1, 2024, 73% of the BSR came from players with losses of more than 1000 euros. After the introduction of the rules, this percentage has dropped to 23%. This means that providers generate less income from player accounts with large losses.

Canalization

According to the monitoring study, there are significant differences between the channeling in terms of participants and the channeling in terms of money. The overwhelming majority of online gamblers (91%) use legitimate providers. Much more money is spent on the illegal market: 50% of Dutch gamblers’ total gambling expenditures go to illegal parties.

Problem gamblers

The number of individuals in the Netherlands who suffer from a gambling addiction is unknown. The number of people receiving treatment for an addiction to gambling is quantified. 2456 individuals received treatment in 2023. That number has not been updated at the time this story was published. In January 2025, there were 87,345 players who had registered in the Cruks registry and had abstained from risky gambling with a Gokstop. Of them, half are younger than thirty-two. Young adults make up 16% of the overall Cruks registrants.
