Germany’s Gambling Faces Black Market Challenges

Germany continues to attempt and negotiate a challenging local market that has been re-regulated and legalized by German Gambling Regulator (GGL), with a fear that the power of the black market is too significant.

The German Gambling Regulator (GGL) has released its end-of-year results, highlighting its achievements and arguing that significant progress has been made in critical areas such as bans, blocking, fines, geolocation blocks, and collaboration with major tech companies to ensure that gambling laws in the country are enforced and strictly followed.

However, in its year-end presentation, the GGL acknowledged the numerous difficulties that remained to be addressed, as well as the job that lay ahead of the regulator. For starters, the German Gambling Regulator would want to create better worldwide patterns, since many regulators are eager to improve their awareness of illicit operations and are willing to work with overseas counterparts on the matter.

At the same time, some of the difficulties that regulators address necessitate an introspective approach. The main concern is that, despite the fact that the market is controlled, illegal operators continue to claim a large portion of the channelization. Although the GGL has not recognized some of its harshest accusations, it has stated that the black market is something it would continue to work on in the new year.

To gain a firmer grip in the matter, the GGL has stated that it is awaiting the results of a new research that it commissioned in the hopes of obtaining more precise data on what the real channelization rates in the country are and, if they are not as excellent as predicted, why this is so.

More data will help the German Gambling Regulator to regulate gambling more effectively

Commenting on the current results and the fresh discussions around Germany’s State Treaty on Gambling 2021, GGL board member Ronald Benter stated that the regulator is still dedicated to improve the existing regulatory system.

The translation was as follows: “We are committed to a fact-based discussion and have already commissioned studies on player protection, advertising and channeling, the results of which will be incorporated into the evaluation process.” 

Germany remains one of Europe’s most contested marketplaces, with the GGL closely monitoring the market.

Industry experts have expressed several concerns about this, claiming that the regulator has been underreporting the scale of the problem, but the watchdog is now eager to guarantee that the data supplied to the public is correct and informs future decision-making processes.
