Finland has announced that horse race betting would be included in the country’s planned commercial gaming system.
On Friday, the Ministry of the Interior submitted a draft rule to the European Commission for approval.
The government agency has stated that it plans to start Finland’s commercial gambling model no later than January 1, 2026.
Operators can get licenses for betting, online casino, and online bingo in addition to horseracing.

Veikkaus, Finland’s existing state-owned operator, will maintain exclusive rights to the lottery, betting games, physical ATMs, and casino games.
“The purpose of the procedure of sending the draft regulation to the European Commission] is to get possible feedback from the Commission and other EU member states on the proposal’s consistency with EU legislation and the principles of free movement,” according to the Interior Ministry.
The government’s plan will be submitted to the parliament during the spring session of 2025.
