Carlos Vieira, president of Caixa Econômica Federal, claimed that the bank will operate in the online sports betting market under the same regulations that apply to lotteries, in which it has been involved since the 1960s.
“We will enter this market in a calm and conscious manner, with the same governance that we use for lotteries,” Viera stated during a press conference to discuss the bank’s 2024 performance.
Caixa presented its consolidated financial results for 2024, including statistics from the fourth quarter and the previous year. The bank’s latest statistics indicated a tremendous improvement, particularly in the lottery sector.
Lotteries generated R$ 7.8 billion in revenue in the fourth quarter of 2024, up 7.3% from the same period the previous year. During this time, the total net prize awarded to bettors amounted to R$2.7 billion. Overall, revenue for 2024 was R$ 25.9 billion, up 10.6% from 2023.

Of this sum, R$ 10.0 billion—or 38.8% of the total collected—was dedicated to federal government social programs. These programs concentrate on issues such as social security, sports, culture, public safety, education, and health.
The launch of the Exclusive Instant Lottery (Lotex) was a major feature of Q4 2024. Caixa now has the power to issue instants for 24 months, including online instants, after President Lula signed a decree regulating Lotex in August 2023.
Instants will be tendered after this period, although Caixa will continue to manage Lotex until the winning bidder begins operations.
