The Brazilian government has begun a public consultation to seek feedback on eSports regulation, including the modalities outlined in Ordinance MEsp No. 125/2024, with the goal of developing a modern framework that is consistent with industry best practices and public expectations.
The effort, led by Giovanni Rocco, National Secretary of Sports Betting and Economic Development of Sports, aims to increase transparency and encourage broad participation from a variety of stakeholders. The public consultation covers the inclusion of eSports in the ‘Bets’ legislation.
Rocco stated that when the eSports sector grows and has a big economic and social impact, the government intends to include public feedback into the ordinance.
“With the growth of the eSports sector and its economic and social impact, we seek to understand which modalities civil society envisions for the ordinance and which criteria they suggest should be adopted,” Rocco told me.
The consultation process is intended to determine the feasibility and ramifications of formally incorporating eSports into the regulatory framework. A structured form with targeted questions has been made available to solicit public opinion and provide insights into prospective regulatory changes.
“With the responses obtained, the Ministry will be able to evaluate adjustments to the current ordinance, with the aim of aligning it with society’s expectations,” according to Rocco.

Interested participants can access the consultation via the Participa + Brasil site. The form will be open for entries until March 5, 2025, allowing industry professionals, eSports aficionados, and members of the general public to participate in the conversation.
Meanwhile, in response to a decision by Brazil’s Supreme Federal Court (STF), the State Lottery of Rio de Janeiro (Loterj) ordered the immediate suspension of all state-licensed betting operations outside the state’s borders.
The ruling, issued by Justice André Mendonça, authorizes Loterj to impose territorial restrictions on accredited operators, known as “Bets,” ensuring that wagering activity takes place solely within Rio de Janeiro.
