Brazil is moving closer to a consolidated national betting system

Brazil’s Secretariat of Prizes and Bets will bring together federal state officials in a bid to unify the fragmented national betting system.

Data-driven intelligence service H2 Gambling Capital reportedly predicted significant growth in Brazil’s online betting and iGaming business by 2026.

Now, the Secretariat of Prizes and Bets (SPA) is taking substantial steps to unify the national betting system.

During an important conference on April 4, officials from all federal states in the country will attempt to refresh the gaming framework by removing current inconsistencies.

An Important Step for Brazil

State authorities will have the chance to debate up to three important problems pertaining to the topic during the summit, which aims to create more unified betting legislation.

The SPA claims that a centralized system may greatly enhance collaboration between federal and state authorities and provide much-needed clarity to regulatory obligations.

The goal of the new system would be to establish consistent guidelines for match-fixing prevention, anti-money laundering procedures, and responsible gambling.

This meeting comes at a noteworthy moment, as the SPA wrapped up its public comment process on March 27.

The proposed national betting system will likely be the main focus of the agency’s finalized 2025–2026 regulatory agenda, which is anticipated to be released on the same day as the conference.

“It is always necessary to review certain points.”

Regis Dudena, the head of the SPA, has emphasized the significance of adaptable and changing laws.

“Although regulation is a cycle, there are always points to be reviewed and improved,” he stated in February, “we have created a framework of main rules which is quite complete and essential for the start of the regulated fixed-odds betting market.”

In the midst of legal battles between the various tiers of government, cooperation between federal states is imperative.

The Federal Supreme Court (STF) upheld a decision that prohibits the Rio de Janeiro State Lottery (Loterj) from licensing betting operations outside of its own borders in one of the most well-known cases.

Consequently, Loterj licensees are now required to limit access to users within the state using geolocation technology.

At the municipal level, tensions are also increasing. Local lottery activities should be suspended until the STF decides if they violate the constitution, according to a call by the Solidarity party.

The court has asked for more information from the party and advice from the attorney general’s office, but it has not yet decided to stop these operations.

The SPA thinks the national betting system will be a crucial step in achieving the much-needed stability as Brazil’s gaming business continues to grow quickly.
