According to the Brazilian Ministry of Finance, 68 companies have submitted complete licensing applications for the January 1, 2025, opening of the Brazil Bets market.
The announcement coincides with the last day of the Bets regime, which will introduce the federal framework for Brazil to govern its online gambling and sports betting market beginning in 2025.
The Ministry revealed that 70 license applications have been approved, citing SIGAP, the Bets regime’s data management and license coordination platform.
According to the Ministry, after the Bets market application period ended on September 30, “150 license requests from 145 companies have been submitted to SIGAP.”
As of right now, 68 companies have obtained full authorizations, which involve paying a R$30 million (€5 million) concession fee up front to obtain their Bets licenses. The Ministry will be able to receive more than R$2.1 billion (about €380 million) in fixed revenue from the Bets regime prior to its debut just by collecting concession fees.

The Secretariat for Prizes and Betting (SPA) was in charge of the Bets regime’s licensing procedure. To guarantee adherence to essential requirements such IT security protocols, licensing standards, payment processing, anti-money laundering (AML) measures, gaming regulations, and responsible gambling practices, qualified organizations had to go through a four-stage evaluation process.
The SPA declared on December 12 that it had started the last step of the process to provide Bets license authorizations to 71 “qualified businesses.” These businesses were given a 30-day window to finish the remaining steps, which included paying concession costs.
Although not all of the brands have been revealed, the 68 companies who have been granted complete authorization will run a total of 300 distinct brands. Betfair (Flutter Entertainment), bet365, Stake.com, and Entain Plc’s Betboo and SportingBet are among the international operators and brands on the list.

In order to comply with anti-money laundering (AML), counter-terrorism financing (CTF), and “prevention of weapons proliferation measures,” the SPA’s final directives mandated that licensed enterprises register their payment and auditing systems with the Financial Activities Control System (Siscoaf).
To enable their betting platforms to handle bets transactions with Brazilian customers, all regulated operators must apply for Siscoaf authorization within ten days of the official release.
By the last working day of January in the year after the incident, operators are required to notify the SPA of any non-occurrence of ML/FTP activity. Regis Dudena, the president of SPA, signed the document, which became operative on December 30, 2024.
“Starting January 1, all companies operating in Brazil will need to be Brazilian entities established under Brazilian law,” Dudena concluded, restating the SPA’s need that all licensees exhibit complete compliance with Bets’ market rules from day one, as previously mentioned. We will be aware of their executives, shareholders, and ultimate beneficiaries, guaranteeing thorough supervision of the organizations and people engaged in this activity.
