An international gambling corporation in Curaçao has been charged by the Arizona Department of gambling (“ADG”) for running unlawful online gaming websites, Bovada.com and Bovada.lv (Bovada), that are available to Arizonans.
On November 8, 2024, the ADG delivered a cease-and-desist letter to Harp Media B.V., the company that runs Bovada, after looking into the issue.
Bovada has been ordered to refrain from any further unlawful gambling operations or activities of any kind in Arizona as a result of the allegations that its operations constitute a felony criminal enterprise. Harp Media B.V. is alleged to have violated Arizona gambling regulations because of Bovada’s unregulated and unlawful online gaming offerings, which include:
- Article 13-3303 of the Arizona Rev. Stat. Ann. addresses the promotion of gambling as a felony.
- Section 13-2312 of the Arizona Rev. Stat. Ann. addresses the crime of illegal control of an enterprise.
- Arizona Rev. Stat. Ann. § 13-2317 about Money Laundering (Felony).
Harp Media B.V. has been ordered to stop all online gambling activities and operations in Arizona right now. They also need to take the required actions to stop and ban Arizonans from gambling on their websites.

“We are keeping a close eye on how online gaming is changing, and taking proactive measures like this helps us protect Arizona’s communities and economy from illegal activities,” stated ADG Director Jackie Johnson. “Our law enforcement personnel is dedicated to keeping illegal activities from taking root here. We will not let illegal organizations to undermine the integrity of gaming in our state, nor will Arizona serve as a refuge for unlicensed or illegal gambling.
The Arizona Department of Gaming advises citizens to use caution when playing games online in light of recent events. A safer experience for participants is ensured by the fact that only legitimate, regulated businesses offer significant consumer safeguards that are absent from the illicit market.
In Arizona, it is allowed to bet on some internet events. On its website, gaming.az.gov, the Department provides a list of all authorized and regulated event wagering companies that are lawfully accepting wagers in Arizona.
